A review report examining the general policies and procedures of the state building program and the method used to control construction projects as reflected in two fine arts building projects, one at the University of Wisconsin-Milwaukee and the other at Stevens Point State University. These two projects were considered to present examples of problems that develop in construction and budget control areas.

The Legislative Audit Bureau was created as a legislative service agency under the jurisdiction of the Joint Committee on Legislative Organization by Chapter 659, Laws of 1965. The bureau replaced the Dept. of State Audit (WIHV86-A117), an executive agency. The director of the bureau is the State Auditor, who is appointed by the Joint Committee on Legislative Organization.
